Isaksen, Directorate for Cultural Heritage <\/figcaption>\n\t\t\t<\/figure>[\/vc_column][\/vc_row][vc_row][vc_column width=&#8221;2\/3&#8243;][vc_column_text]<\/p>\n<h3>Ministry of Climate and Environment<\/h3>\n<p><a href=\"https:\/\/www.regjeringen.no\/no\/dep\/kld\/id668\/\" target=\"_blank\" rel=\"noopener\">The Ministry of Climate and Environment<\/a> is responsible for the management of cultural monuments, sites, environments and landscapes in Norway.<\/p>\n<p>The Ministry is the appeals body for individual decisions made by the Directorate for Cultural Heritage.<\/p>\n<h3>The Directorate for Cultural Heritage<\/h3>\n<p>is a specialist directorate and adviser to the Ministry of Climate and Environment in all matters concerning cultural monuments, sites, environments and landscapes, and:<\/p>\n<ul>\n<li>is responsible for the overall and comprehensive national cultural environment policy decided by the Storting and the government<\/li>\n<li>has administrative responsibility for selected cultural monuments, sites and environments<\/li>\n<li>has the authority to protect cultural monuments and sites through individual decisions or regulations<\/li>\n<li>serves as the national coordinator for compliance with the 1954 Hague Convention for the Protection of Cultural Property in the Event of Armed Conflict, and the 1999 Protocol (UNESCO)<\/li>\n<li>has the authority to object to planning applications if national cultural environment interests are at risk<\/li>\n<li>is the appeals body for individual decisions by county authorities under the Cultural Heritage Act<\/li>\n<li>has the authority to grant exemptions for selected cultural monuments, sites and environments<\/li>\n<li>has the authority to make decisions on the scope and costs of archaeological investigations<\/li>\n<li>is responsible for the Church Preservation Fund, which administers grants for culturally and historically significant churches<\/li>\n<li>has decision-making authority for automatically protected churches and acts as an adviser for the church\u2019s approval body on matters related to listed churches<\/li>\n<li>is responsible for the Askeladden system, the official national database for cultural environment data<\/li>\n<li>is responsible for managing and developing digital services that support the work of cultural environment management and help foster uniform practices.<\/li>\n<\/ul>\n<p>[\/vc_column_text][vc_column_text]<\/p>\n<h3>County authorities\/S\u00e1mi Parliament<\/h3>\n<ul>\n<li>responsible for cultural environments in the counties, and for cultural environments in S\u00e1mi areas<\/li>\n<li>decision-making authority under the Cultural Heritage Act<\/li>\n<li>shall ensure that cultural environments are factored into planning, including at the municipal level<\/li>\n<li>can prepare cases for the Directorate for Cultural Heritage<\/li>\n<li>the county authorities are responsible for leading the work on regional planning strategies, regional plans and regional planning provisions<\/li>\n<\/ul>\n<h3>Municipal authorities<\/h3>\n<ul>\n<li>are responsible for safeguarding and facilitating the use of cultural monuments, sites, environments and landscapes in land use and social planning. The Planning and Building Act is the primary legal instrument, but municipal authorities also have other measures at their disposal, such as grants and property tax exemptions.<\/li>\n<li>some urban municipal authorities have a cultural heritage manager, and some have positions that carry out similar tasks.<\/li>\n<\/ul>\n<h3>Governor of Svalbard<\/h3>\n<p>Cultural environment management on the Svalbard islands is administered by the <a href=\"https:\/\/www.sysselmesteren.no\/\" target=\"_blank\" rel=\"noopener\">Governor of Svalbard<\/a>, as stipulated in the Svalbard Environmental Protection Act.<\/p>\n<h3>The archaeological museums<\/h3>\n<p>The archaeological museums serve as the Directorate for Cultural Heritage\u2019s specialist advisory bodies on cultural monuments and sites of archaeological significance, both on land and underwater. Cultural monuments and archaeological sites are automatically protected under the Cultural Heritage Act. Excavations can only be carried out after an exemption from preservation regulations has been granted.<\/p>\n<ul>\n<li><a href=\"https:\/\/www.khm.uio.no\/\" target=\"_blank\" rel=\"noopener\">Museum of Cultural History, University of Oslo<\/a><\/li>\n<li><a href=\"https:\/\/www.uis.no\/nb\/arkeologisk-museum\" target=\"_blank\" rel=\"noopener\">Museum of Archaeology, University of Stavanger<\/a><\/li>\n<li><a href=\"http:\/\/uib.no\/\" target=\"_blank\" rel=\"noopener\">University of Bergen<\/a><\/li>\n<li><a href=\"http:\/\/ntnu.no\/\" target=\"_blank\" rel=\"noopener\">NTNU University Museum, Trondheim<\/a><\/li>\n<li><a href=\"https:\/\/uit.no\/tmu\" target=\"_blank\" rel=\"noopener\">The Arctic University Museum of Norway , Troms\u00f8<\/a><\/li>\n<\/ul>\n<p>Museums that are responsible for underwater archaeology:<\/p>\n<ul>\n<li><a href=\"https:\/\/marmuseum.no\/\" target=\"_blank\" rel=\"noopener\">Norwegian Maritime Museum, Oslo<\/a><\/li>\n<li><a href=\"https:\/\/www.stavangermaritimemuseum.no\/?gad_source=1&amp;gclid=CjwKCAjw59q2BhBOEiwAKc0ijfWerDy8wqb4MEDdvy9yqCYk1fbW82-t2_5NJNjdT8a2LYDXgOL0thoCWv4QAvD_BwE\" target=\"_blank\" rel=\"noopener\">Stavanger Maritime Museum<\/a><\/li>\n<li><a href=\"https:\/\/sjofartsmuseum.museumvest.no\/\" target=\"_blank\" rel=\"noopener\">Bergen Maritime Museum<\/a><\/li>\n<li><a href=\"https:\/\/www.ntnu.no\/museum\/om-oss\" target=\"_blank\" rel=\"noopener\">NTNU University Museum, Trondheim<\/a><\/li>\n<li><a href=\"https:\/\/uit.no\/tmu\" target=\"_blank\" rel=\"noopener\">The Arctic university Museum of Norway, Troms\u00f8<\/a><\/li>\n<\/ul>\n<p><strong>Norwegian Institute for Cultural Heritage Research (NIKU)<\/strong><\/p>\n<p><a href=\"http:\/\/niku.no\/\" target=\"_blank\" rel=\"noopener\">NIKU<\/a>\u00a0studies cultural monuments and archaeological sites from the Middle Ages. This includes church grounds, monasteries, fortifications and Norway\u2019s eight medieval towns (Bergen, Hamar, Oslo, Sarpsborg, Skien, Stavanger, Trondheim and T\u00f8nsberg).<\/p>\n<p>See the <a href=\"https:\/\/lovdata.no\/dokument\/SF\/forskrift\/2019-02-15-127\" target=\"_blank\" rel=\"noopener\">regulation on determining authority<\/a> and the <a href=\"https:\/\/lovdata.no\/dokument\/NL\/lov\/1978-06-09-50?q=kulturminneloven\" target=\"_blank\" rel=\"noopener\">Cultural Heritage Act<\/a> for detailed information about mandates and regulations within cultural environment management.<\/p>\n<p>White paper 16 \u2013 New goals for Norway\u2019s Cultural Environment Policy<\/p>\n<p>In this white paper, \u2018cultural environment\u2019 was introduced as a collective term for cultural monuments, sites, environments and landscapes. The term emphasises the value of a holistic understanding and contextual coherence, and clarifies the link to the broader climate and environmental policy framework.<\/p>\n<p>The cultural environment encompasses all traces of human activity and history in the physical environment. It can range from churches and dairy farms to Stone Age settlements and prison of war camps from World War II. Or a landscape formed by the cumulative impact of centuries of agricultural work. (The Solberg Government)<\/a><\/p>\n<p>The cultural environment is a common good and a community resource contributing to both environmental, social and economic sustainability. In this white paper, the government is presenting its proposed new national goals for Norway\u2019s cultural environment policy with emphasis on involvement, sustainability and diversity. In this white paper, the government is introducing the term \u201ccultural environment\u201d as a collective term. The term \u201ccultural environment\u201d emphasises the importance of an integrated approach to this area, while at the same time also highlighting the connection to climate-change policy and environmental policy in general. The white paper describes the work that has been done to achieve the existing national targets for cultural monuments, sites and environments. Furthermore the white paper describes challenges, possibilities and future actions in the cultural environment policy.
